Added candidate owner change to the AttributeChange logs to make it possible to track these changes better.

Implemented optimizations to prevent occasionally duplicate sent job alerts.

Fixed an issue with monthly timesheet that caused the impossibility to write hours on the last day of the (previous) month while that is the startdate of a placement.
