Users are free to re-order the tabs.
Click with the left mouse button (hold) on one of the tabs
Drag the tab (a little white arrow will appear)
Let the left mouse button go where you want to place the tab
It is not possible to set the tab order with a configuration profile, the order of tab can only be adjusted by the User.
